CHEAP PAYROLL IS NOT CHEAP WHEN HMRC COMES CALLING.

A payroll quote should be judged on more than the number at the bottom of the page. When a provider offers a saving that is materially lower than comparable proposals, the commercial question is not whether the rate looks attractive. It is what, exactly, makes that rate possible. If the answer cannot be explained clearly from gross pay through to PAYE, National Insurance, deductions and payment, the business is not looking at a saving. It is looking at an unanswered liability.

What happened

HMRC has repeatedly warned employers and agencies about arrangements marketed as low-cost payroll solutions where the apparent advantage depends on tax treatment, employment structures or payment routes that are difficult to understand. The danger is not confined to a payroll supplier’s back office. Once workers are on site and money is moving, the end client can be left explaining why it accepted a model without a clear audit trail.

Why it matters

That exposure has an operational cost long before any formal challenge. Finance teams lose time reconciling figures that do not make commercial sense. Hiring managers discover that a worker’s expectations and their payslip do not match. Operations end up managing absence, attrition and disputes created by a workforce model that was meant to make life easier. A cheap quote becomes expensive because the uncertainty moves into every part of the business.

A credible payroll partner should be comfortable with plain questions. Who employs the worker? Who is responsible for operating PAYE? What deductions will appear on the payslip? How does money move through the supply chain? What checks are carried out when the facts change? A provider that answers directly is demonstrating control. A provider that relies on jargon, urgency or a promise that somebody else carries the risk is telling you something equally useful.

Practical takeaway

The right approach is not to turn every hiring decision into a legal exercise. It is to make sure the commercial, contractual and payroll facts tell the same story before the first worker starts. That means rate cards that can be understood, responsibilities that are assigned rather than assumed, and records that can be produced without a scramble six months later.

Most workforce compliance failures do not begin with a dramatic decision. They begin with a rushed starter, a document that will be chased later, a role change nobody updates, or an assumption that another team holds the evidence. The phrase is familiar: it is only paperwork. The problem is that pap...
THE SKILLED PEOPLE PROBLEM IS NOW A PAY PERFORMANCE PROBLEM.

When skilled people are difficult to find, many businesses begin with the obvious lever: pay more. A competitive rate matters, but it is not a workforce strategy on its own. Skilled workers judge the full experience of an assignment. They notice whether the role is accurately described, whether the...
A CONTRACT CAN LOOK LEGITIMATE AND STILL LEAVE YOUR BUSINESS CARRYING THE RISK.

A signed contract can create a false sense of security. It may contain the right headings, familiar clauses and a professional-looking schedule of rates, yet still fail to describe the arrangement that exists in practice. In contingent labour, that gap is where commercial and compliance risk gathers...

In lifting work, “we have enough people on the shift” is not a plan. HSE says City Electrical Factors Limited was fined £4 million after a worker was crushed during loading operations involving a 231kg load. Its investigation found that the lifting operation had not been properly planned by a compet...

A completed job is only complete when the evidence can still be found. An HSE case concerning a Wirral landlord is a clear illustration. NOISE AND VIBRATION ARE WORKFORCE-DESIGN ISSUES, NOT A POSTER CAMPAIGN

A hearing-protection poster cannot fix a rota that repeatedly puts the same people on the loudest or most vibration-intensive work. HSE says around 15,000 workers develop hearing problems caused or made worse by work each year, and estimates that around one in five workers is exposed to harmful leve...
