MULTI-CONTRACTOR MOBILISATION NEEDS A REAL CONTROL PLAN, NOT A HEADCOUNT LIST
A full site is not proof that a job is under control.
In an HSE prosecution involving work in a trawler engine room, an apprentice engineer died after a fire-suppression system activated. HSE found that several contractors were working in the cramped space without a safe system for coordinating their activity or an effective emergency plan. The company was fined £100,000 at Truro Crown Court on 15 October 2026.
The staffing lesson is not “send fewer people.” It is to make the work interface visible before mobilisation begins.
When client staff, contractors, agency workers and specialists meet on one job, a headcount list answers only one question: who is there? It does not establish who controls the work, which activities can run at the same time, who has authority to stop the job or how people get out if something changes.
A practical mobilisation control should make five things retrievable before the shift starts:
One defined scope: what the team is there to do, and what sits outside the brief.
Named coordination: one person with authority to sequence work, resolve clashes and pause activity.
Competence matched to task: not just a role title, but the capability and site briefing required for this job.
A live handover: hazards, changes, permits and access constraints passed between shifts and employers.
An emergency route that works in the real space: who raises the alarm, who responds and how rescue is managed.
That is commercially relevant as well as operationally necessary. Unclear ownership creates delayed starts, duplicated labour, idle plant, disputed responsibility and, in the worst cases, harm. A permit-to-work or equivalent coordination process is not paperwork for paperwork’s sake when multiple workstreams meet. It is the record of how the work will be controlled.
For recruitment teams, the discipline starts before a worker arrives: provide a clear assignment scope, confirm the competence required, identify the supervision arrangement and make sure the client’s induction and escalation route are understood. For employers, those site controls remain their responsibility.
V3 Recruitment can support competence-matched temporary and permanent staffing with clearer assignment detail, mobilisation and handover discipline. We do not replace the employer’s duty to plan, supervise and control the work.
